Who it’s for
This guide is for people who work, file taxes with an ITIN and want to know what path exists to buying a home. It isn't legal or immigration advice; it's a map of what the official sources we reviewed on October 8, 2026 actually say.
The key point: the ITIN by itself isn't what closes doors. Fannie Mae's Selling Guide says each borrower must have a valid Social Security number or ITIN. What limits agency programs are the separate legal-presence and residency rules. So we don't say conventional loans are "impossible" with an ITIN; we say your lender reviews your status and tells you which options you have.

How it combines with other programs
NCHFA's state assistance, including NC 1st Home Advantage, requires legal residency, and FHA and USDA require lawful status (for VA, check with your lender). So the usual stack of public programs won't apply in most ITIN situations. The HouseCharlotte pages we reviewed don't mention residency requirements; ask directly.
If another buyer on the purchase has a different status, your lender can look at other options, subject to qualification. Terms and funding can change; your lender confirms them.
Steps to apply
- Gather tax returns filed with your ITIN and proof of income.
- Find two or three lenders that offer ITIN products and get a written Loan Estimate from each.
- Ask about the required down payment, whether the rate is fixed or adjustable, the term, any prepayment penalty, and closing costs.
- Compare the estimates line by line before you start shopping.
- Read our article Buying a home with an ITIN in North Carolina and book a free call.
Common mistakes
The first is assuming FHA still works with a work permit: since May 25, 2025, HUD accepts only citizens, lawful permanent residents and citizens of three Pacific nations. The second is taking the first offer without shopping; ITIN product terms vary from lender to lender. The third is trusting blanket promises that circulate on social media. Always get a written estimate.
Frequently asked questions
Can I buy a home in North Carolina with an ITIN?
Yes. Private-market mortgage products exist for people who file taxes with an ITIN. They are usually portfolio or non-QM loans outside the agency programs, and each lender sets its own down payment, credit and documentation requirements. Compare at least two written offers, subject to qualification.
Does Fannie Mae turn away ITIN borrowers?
Not exactly. Fannie Mae's Selling Guide, section B2-2-01, accepts a valid Social Security number or ITIN. Section B2-2-02, though, requires the lender to represent that a non-citizen borrower is legally present. That rule, not the ITIN itself, drives eligibility. Your lender evaluates your specific case.
Can I get an FHA loan with an ITIN?
HUD's Mortgagee Letter 2025-09 doesn't mention the ITIN, but it limits FHA to U.S. citizens, lawful permanent residents, and citizens of Micronesia, the Marshall Islands and Palau, for case numbers assigned on or after May 25, 2025. If your status isn't on that list, FHA isn't an option today.
Can I get NCHFA's $15,000 assistance with an ITIN?
NCHFA's pages require the buyer to be a U.S. legal resident for both NC 1st Home Advantage and the NC Home Advantage Mortgage™. If you don't meet that requirement, those programs don't apply. If another buyer on the same purchase does, ask a participating lender how the file would be evaluated.
What does the federal government say about ITIN mortgages?
We found no CFPB or HUD consumer guidance on the topic. Regulation B lets a creditor consider an applicant's immigration status, and in January 2026 the CFPB and the Justice Department withdrew their 2023 joint statement on noncitizen borrowers. All the more reason to compare offers carefully.
