Builder communities and owner-occupied streets
Locust has grown fast: from 4,537 people in the 2020 Census to an estimated 6,120 on July 1, 2025, roughly a 35% jump. Most homes are owner-occupied — 86.9% per ACS 2020-2024 — with a reported median value of $322,100 across about 2,334 housing units.
Here is what builders were advertising in October 2026, per each builder's site:
- Meadow Creek Village by Century Communities — to-be-built homesites plus move-in-ready homes, starting from $334,990; detached homes of roughly 1,509 to 2,285 square feet.
- Running Creek, also Century Communities — billed as the final two large homesites, with quick move-in homes, from $419,990.
- Whispering Hills by True Homes — now selling, from the mid $300s.
All three base prices sit under the $525,000 NC 1st Home Advantage sales price limit, but a premium lot or design-center upgrades can push the contract price up fast. Get the all-in number in writing before you plan your down payment. For resale, the yardstick is Stanly County's September 2026 median of $325,000.
One city, two possible tax bills
Locust shows up on both the Stanly and the Cabarrus FY2026-27 rate tables, with the same 0.29 city rate on each. Everything else depends on which side of the county line the house sits.
Stanly side: the county's 0.51 plus the West Stanly fire district's 0.12 brings the total to 0.92 — about $2,760 a year on a $300,000 home. Stanly bills also carry a $120 Locust solid-waste fee.
Cabarrus side: the county rate is 0.576, so county plus city equals 0.866 before any fire district, and we could not verify the fire rate for those parcels. The city's own budget page flags that an additional fire tax applies depending on location.
Schools follow a similar split. The city lists Locust Elementary (K-5), West Stanly Middle (6-8) and West Stanly High (9-12, located in Oakboro), all in Stanly County Schools. If the address is in Cabarrus, check with Cabarrus County Schools; either way, assignment depends on the exact address.
A crossroads toward Charlotte, Concord and Monroe
The city's history page puts it plainly: Locust still serves as the crossroads to Charlotte, Albemarle, Concord and Monroe. It went by Locust Level until May 29, 1894, and it is officially a city rather than a town. Highway 24/27 runs straight through.
OSRM estimates about 40 minutes (26 miles) to Uptown, 38 to University Research Park and 45 to Ballantyne, all off-peak. The Census puts the average commute at 32.7 minutes.
Day to day, water comes from Stanly County Utilities, sewer from the city, and Waste Pro picks up trash on Fridays. Stanly Community College runs its Crutchfield Education Center here at 102 Stanly Pkwy., the Locust Historical Society Museum keeps local history, a farmers' market sets up Tuesdays and Thursdays, and the parks department is working from a master plan drafted August 28, 2023. The official tagline — "A City With a Soul" — feels like a natural fit for a brand called Casa con Alma.
Programs that match Locust price points
With new homes starting at $334,990 and a county median of $325,000, the real question in Locust is usually the down payment. Many buyers here may be able to tap up to $15,000 toward the down payment plus closing-cost assistance programs, subject to qualification.
The anchor is NC 1st Home Advantage: $15,000 toward the down payment, a $525,000 price cap and a 640 credit minimum, for first-time buyers (no principal residence owned in three years), military veterans or targeted census tracts. It's paired with the NC Home Advantage Mortgage, worth up to 3% of the loan for incomes up to $158,000, with no first-time-buyer requirement. Both are subject to qualification.
Hoping to put nothing down? On October 8, 2026, the USDA map placed the center of Locust and two test points about 2 miles north and south outside the ineligible area, so a USDA loan is worth checking for incomes up to 115% of area median, subject to qualification. Each subdivision has to be checked on its own — verify the exact address. Eligible veterans and service members should also compare a VA loan, with no down payment and no PMI.
Also on the table: FHA (3.5% minimum down; since May 25, 2025 limited to U.S. citizens and lawful permanent residents, with narrow exceptions), the Community Partners Loan Pool (up to 25% of the price or $50,000, whichever is less, under 80% of AMI, through a member organization with 6 hours of education plus 2 hours of one-on-one counseling, and with county income and sales-price limits: for an existing home, $283,000 in Stanly and $340,000 in Cabarrus) and an ITIN mortgage (portfolio or non-QM; terms vary by lender). All subject to qualification; terms and funding can change, and your lender confirms them. More in our programs hub.

Locust homeowners reported a median value of $322,100 to the Census (ACS 2020-2024). Will I pay Stanly or Cabarrus property taxes in Locust?
It depends on the parcel. The city charges 0.29 per $100 on both sides. In Stanly you add the county's 0.51 and the West Stanly fire district's 0.12 for 0.92, plus a $120 trash fee. In Cabarrus the county charges 0.576, for 0.866 before whatever fire district applies. Pull the tax record for the specific address before you make an offer.
Which schools serve a Locust address?
On the Stanly side, the district is Stanly County Schools, and the city lists Locust Elementary, West Stanly Middle and West Stanly High, which is located in Oakboro. For a Cabarrus-side address, check with Cabarrus County Schools, since we couldn't verify that portion. In every case the assigned school depends on the exact address, so confirm it with the district.
Do homes in Locust qualify for USDA financing?
There's no single answer for the whole city. In our October 8, 2026 check, the center of Locust and two points about 2 miles north and south fell outside the USDA map's ineligible area. Boundaries shift and don't follow city limits, so verify the exact address. USDA also caps household income, and approval is always subject to qualification.
Which new-home communities are selling in Locust now?
According to builder sites in October 2026, Century Communities is selling Meadow Creek Village from $334,990, with to-be-built and move-in-ready homes, and Running Creek from $419,990, where two large homesites remain. True Homes lists Whispering Hills as now selling from the mid $300s. Pricing and availability change often, so confirm before you tour.
