Community Partners Loan Pool: up to $50,000 toward your purchase

NCHFA's Community Partners Loan Pool (CPLP) lends up to 25% of the sales price or $50,000, whichever is less, interest-free, to buyers whose income is below 80% of the county's area median, subject to qualification. You apply through a CPLP member organization, and it is always paired with an NC Home Advantage Mortgage™ or a USDA Section 502 Direct loan.

Community Partners Loan Pool: up to $50,000 toward your purchase — guide by Berenice Cruz, bilingual Realtor®

Educational information; not financial advice or a pre-approval. Subject to qualification: terms and funding can change and your lender confirms them. Berenice Cruz is a North Carolina real estate broker and does not originate loans.

Who it’s for

CPLP is built for tight budgets: the monthly payment works, but pulling together the down payment and up-front costs doesn't. The key test is household income, which must fall below 80% of your county's area median income (AMI) for your household size.

Each county also has a price ceiling, with separate figures for existing and newly built homes. And there is a time commitment: six hours of homebuyer education plus two hours of one-on-one, in-person pre-purchase counseling through a HUD-approved housing counseling agency. An online course alone won't cover it.

How it combines with other programs

CPLP doesn't replace your mortgage; it layers onto an NC Home Advantage Mortgage™ or a USDA Section 502 Direct loan (see the 502 Direct note in our USDA guide). Inside Charlotte city limits, the administrator of HouseCharlotte says that program can often be combined with CPLP, subject to qualification.

NCHFA's page publishes no rule on pairing CPLP with NC 1st Home Advantage, and it doesn't describe any forgiveness terms; don't assume either. The member organization and your lender confirm what's allowed. Terms and funding can change; your lender confirms them.

Steps to apply

  1. Find your county and household size in the limits table.
  2. Look up a participating organization on NCHFA's official partner list; only entries marked Community Partners Loan Pool offer this program.
  3. Complete the six hours of education and two hours of one-on-one counseling with them.
  4. Work with a lender on the NC Home Advantage Mortgage™, or with the local USDA office if you're going the 502 Direct route.
  5. Shop within your county's price cap, and note whether the home is existing or new construction.

Frequently asked questions

How much could I get through CPLP?

Up to 25% of the sales price or $50,000, whichever is less, subject to qualification. On a $200,000 home, 25% works out to $50,000; on a $160,000 home, it's $40,000. The final figure is set by the member organization and your lender based on your file.

How do I know if my income qualifies?

Find your county and household size in the limits table. In Mecklenburg, Union, Cabarrus and Gaston, the cap for a four-person household is $93,900; in Rowan it's $66,700, and in Stanly $67,150. NCHFA requires income below 80% of AMI, and the member organization does the official math.

Will an online course satisfy the education rule?

Not by itself. NCHFA asks for six hours of homebuyer education plus two hours of one-on-one, in-person pre-purchase counseling through a HUD-approved agency. According to NCHFA's directory, CPLP partner organizations offer housing counseling designed to meet these requirements, so one of them is a practical place to start.

Is the CPLP loan forgiven?

NCHFA's buyer page calls it an interest-free subordinate loan but doesn't spell out forgiveness or repayment terms, so we don't publish any here. Ask the member organization and your lender for the terms in writing before you sign, subject to qualification.

Why don't you name the member organizations?

The list changes, and NCHFA is the official source. Its partner directory covers several kinds of organizations; only the ones listed under the Community Partners Loan Pool program offer this help, and each shows the counties it serves. Check the current list on NCHFA's site and confirm the organization covers your county.
