Who it’s for
There are three ways in. You count as a first-time buyer if you have not owned a home as your principal residence in the last three years, even if you owned one before that. Military veterans qualify without the first-time test. And anyone buying inside a targeted census tract is also exempt from the first-time rule.
Beyond that, NCHFA requires a North Carolina property, a move-in within 60 days as your principal residence, U.S. legal residency and a credit score of 640 or higher (660 for a manufactured home). The sales price limit is $525,000 (NCHFA program guide, July 2026, subject to change annually); the loan amount is subject to FHA or agency limits.
Income limits are not one statewide figure; they depend on your county and household size, and your lender will check them with you.

How it combines with other programs
This program never stands alone. It is layered on top of an NC Home Advantage Mortgage™, which can be FHA, VA, USDA or conventional. So the order of operations is simple: pick the first mortgage with your lender, then add the $15,000, subject to qualification. It replaces, rather than adds to, that mortgage's own assistance of up to 3%: you use one or the other, not both. More broadly, not every assistance program can be combined with another; ask your participating lender which combination, if any, applies to you.
The NCHFA pages we reviewed don't explain how it combines with local help like HouseCharlotte or the Community Partners Loan Pool; a participating lender makes that call. As of October 8, 2026, NCHFA shows it as active with no pause notice, though its pages carry no last-updated date. Terms and funding can change; your lender confirms them.
Steps to apply
- Figure out which of the three doors applies to you.
- Find a participating lender with NCHFA's lender search; it can filter for Spanish-speaking loan officers.
- Confirm your income limit and credit score with that lender.
- If every borrower is a first-time buyer, finish a pre-purchase education course approved by FHA, HUD or Freddie Mac. The certificate is good for one year.
- Shop at $525,000 or below. If your eligibility rides on the census tract, verify the exact address.
- Your lender submits the assistance with the mortgage, and you move in within 60 days of closing.
Targeted census tracts around Charlotte
Owned a home in the last three years and not a veteran? A targeted census tract can still open the program to you. NCHFA's list, built on 2020 Census tracts with no effective date shown, includes 19 tracts in Mecklenburg, 2 in Cabarrus, 1 in Rowan, 1 in Stanly and 4 in Gaston. Union County has none.
Tracts don't line up with neighborhood names or ZIP codes, which is why NCHFA tells buyers to check each address with the FFIEC geocoder. Pull up the official tract list before you write an offer.
Frequently asked questions
Do I have to pay back the $15,000?
NCHFA describes it as a deferred, interest-free second mortgage that is forgiven 20% a year at the end of years 11 through 15, and fully forgiven once year 15 ends. If you think you might sell or refinance sooner, ask your lender to show you in writing what balance would still be owed under your loan terms.
I owned a home before. Can I still use it?
Yes, in three situations. If you haven't owned a principal residence in the last three years, NCHFA treats you as a first-time buyer. Veterans skip that test entirely, and so do buyers in a targeted census tract. Credit, income and price limits still apply in every case, subject to qualification.
What is the income limit for this program?
There isn't one statewide number. NCHFA sets the limit by county and household size, counting income from every titleholder plus a spouse, and publishes it in a spreadsheet dated June 2026. The $158,000 figure you may see elsewhere belongs to the NC Home Advantage Mortgage™, not to this down payment program.
What if the home costs more than $525,000?
Then this program is off the table: $525,000 is its sales price limit under NCHFA's July 2026 guide (subject to change annually). Loan amount, income, credit and other restrictions also apply, and a participating lender makes the final call. One option worth comparing is the NC Home Advantage Mortgage™ on its own: NCHFA sets no price limit for it, and it offers assistance of up to 3% of the loan amount, subject to qualification. Your lender can lay the two side by side.
Does it work with FHA, VA or USDA financing?
Yes. The paired NC Home Advantage Mortgage™ can be FHA, VA, USDA or conventional, always a 30-year fixed loan. Each loan type keeps its own rules: USDA needs a property in an eligible rural area, for example, and FHA has tighter residency requirements since May 2025. Your lender will tell you which fits your situation.
